These Terms and Conditions (“Terms”) govern your use of the CityMenderSA platform (the “Site” or “Application”), a civic engagement tool operated by Woof Technologies (“we,” “our,” or “us”). By accessing or using CityMenderSA, you agree to these Terms. If you do not agree, please do not use this platform.

1. Purpose of CityMenderSA

CityMenderSA is a community-based reporting tool designed to help residents of South Africa:

  • Identify and document city infrastructure problems (e.g., potholes, streetlight faults, water leaks, sanitation issues)

  • Submit reports with location data and receive a reference number

  • Track updates and maintain a personal record of the issue

  • View an interactive map of reported issues in their area

Important: CityMenderSA does not fix or resolve issues.
We are not affiliated with any government or municipal authority as of yet and do not guarantee the resolution of reported problems.

2. User Responsibilities

By using CityMenderSA, you agree to:

  • Use the platform only for lawful, non-commercial, and civic purposes

  • Provide accurate, relevant, and respectful information in your report

  • Not impersonate another person or provide false contact details

  • Not upload illegal, offensive, or misleading content (including images or location data)

You remain solely responsible for reporting your issue directly to the appropriate local municipality or service provider.
You may include your municipal reference number within your CityMenderSA submission to link the two for your own tracking purposes.

3. Data and Content Submitted

  • By submitting an issue report, you grant CityMenderSA a non-exclusive, royalty-free license to use, reproduce, and display the information (excluding personal identifiers) for purposes such as public awareness, advocacy, and analytics.

  • You acknowledge and agree that your issue report (excluding personal data) may be published publicly on the interactive map.

  • We reserve the right to remove any submissions that are false, inappropriate, abusive, or irrelevant without notice.

4. Accuracy and Liability Disclaimer

CityMenderSA is provided “as is” and “as available”. We make no representations or warranties about:

  • The accuracy, completeness, or timeliness of the information provided by users

  • Whether any issues reported will be resolved

  • The correctness or usability of third-party reference numbers or data submitted

We are not liable for any losses, damages, or delays caused by reliance on this platform or the failure of municipal entities to act on reported issues.

5. Intellectual Property

All content and design elements of CityMenderSA — including logos, layouts, and software — remain the intellectual property of Woof Technologies or its licensors. You may not reproduce, duplicate, or use these materials without express written permission.

6. Privacy and Data Use

By using the platform, you consent to the collection and handling of data as described in our Privacy Policy. You retain control over your personal data and may request its deletion or modification at any time.

7. Third-Party Links and Municipalities

CityMenderSA may provide links or references to third-party websites, including official municipal reporting portals. We are not responsible for the content or functionality of any external site, nor do we represent any government entity.

8. Modifications to the Platform

We may update, improve, or suspend parts of the platform without prior notice. We are not responsible for any loss of data or inconvenience resulting from such changes.

9. Termination of Use

We reserve the right to suspend or terminate your access to CityMenderSA if you:

  • Violate these Terms

  • Submit fraudulent or harmful content

  • Interfere with platform functionality or misuse the service

10. Governing Law

These Terms shall be governed by and interpreted in accordance with the laws of the Republic of South Africa. Any disputes arising out of or related to these Terms shall be subject to the exclusive jurisdiction of South African courts.
