The Dolphin Coast Perception Survey is a community-driven initiative under CityMenderSA, conducted in partnership with The Greater North Coast (GNC) organisation. This study captures the voices, priorities, and experiences of residents along KwaZulu-Natal’s North Coast, including Ballito, Salt Rock, Shaka’s Rock, Sheffield, Zimbali, and surrounding communities, to build a unified understanding of local challenges and opportunities.

The Greater North Coast (GNC) is a collaborative regional initiative that unites four key sectors of the North Coast: Residents, Industry, Agriculture, and Local Communities.
Their mission is to serve as a living example of how diverse communities can achieve sustainable growth, safety, and environmental preservation through partnership and shared purpose.
Together with CityMenderSA, GNC aims to bridge the gap between people and local government, fostering transparent dialogue and data-driven decision-making to ensure that progress is balanced, inclusive, and environmentally conscious.
Purpose and Vision
The Dolphin Coast is one of South Africa’s fastest-growing regions, a vibrant mix of coastal living, agriculture, and industrial development. Yet, with rapid growth comes pressure on infrastructure, natural ecosystems, and public services.
This survey seeks to provide clear, community-driven insight into how residents perceive:
